In virtue of this Papal Bulla, Quo Primum Tempore,..no one can ever change this Missal under the censure or penalty of incurring the wrath of Almighty God and of the blessed Apostles Peter and Paul, which is merely a politically correct way the Popes in those days euphemistically Decreed automatic excommunications before the Canonists of the 20th Century became more blunt.
In actual practice,
the exceptions to this have nothing to do with any changes to the actual
text of the prayers of the Missal, but only permit the addition of a very
few new feast days and some minor rubrical clarifications, all of which
are consistent with the mind of the law-giver, Pope Saint Pius V, who,
in accordance with the Infallible Roman Catholic Council of Trent, merely
the Missal, with a few exceptions, to the Missal as it was used by Pope
Saint Gregory I [Friday, September 3, 590 - Monday, March 12, 604] , and
possibly even earlier.
