Historically: The "Law of Secrecy", a.k.a. the Disciplina Arcani - the "Discipline of the Secret," was an absolute necessity in the early days of the Catholic Church.
This was the primary way in which the Catholic Church defended herself from her enemies. During the first three Centuries A.D., the Catholic Church and her members, both Clergy and Laity, were frequently persecuted. Martyrdom was the usual result of such bloody Satanic persecutions. In this age of bloody persecutions and attacks from a variety of anti-Catholics, it was necessary for the Catholic Church to conceal the Deposit of Faith, especially her Doctrines on the Holy Sacrifice of the Mass - which was divided into two parts - The Mass of the Catechumens (at the conclusion of which the Catechumens were dismissed) and The Mass of the Faithful (who remained for the Canon of the Mass which, of course, contains the Transubstantiation during the Double Consecration).
This fact is attested to by various Church Historians and others and even as late as the 13th Century the Angelic Doctor refers to it:
“The Evangelists did not intend to hand down the Forms of the Sacraments, which in the primitive Church had to be kept concealed, as Dionysius observes at the close of his book on the Ecclesiastical Hierarchy” (Saint Thomas Aquinas, O.P., Summa Theologica, Part III, Question 78, Article 3, Reply to Objection 9.)Here it seems that not only does Saint Thomas have in mind the actual FORM of words for each Sacrament, but also “form” in the sense of the entire liturgical “shape” or “form” of each Sacrament; in others words, what was the equivalent in the Primitive Church of the modern Ritual and also the Missal).

1. After Pope Gregory XVII had made his decision not to acknowledge his Papal Election, shortly before Noon, on Sunday, October 26, 1958, a slow, but steady tide of anger and hostility and disgust arose among some Cardinals against the Cardinals in charge of the voting.
2. This hostility resulted in Cardinal Siri, who had been elected Pope on the previous ballot, shortly before Noon, on Sunday, October 26, 1958, but which election had been nullified by the Cardinals in charge of the voting, once again being elected the Pope on the first afternoon ballot, with an even larger number of votes for Cardinal Siri, a.k.a. Pope Gregory XVII!
3. It should be noted that all voting was cast with sealed ballots so that not even the Cardinals in charge of the voting could NOT be 100% certain exactly which Cardinals had actually voted for Cardinal Siri, a.k.a. Pope Gregory XVII!
4. The Cardinals in charge of the voting were now really confused as to what to do!
5. The Cardinals in charge of the voting suspended all voting for the rest of the day, and claimed (lied) that the ballots of the first afternoon vote were actually the same ballots which had already been counted shortly before noon, which had chosen Cardinal Siri.
6. Some Cardinals vigorously objected to this blatant lie because those pre-noon ballots which elected Cardinal Siri the new Pope, had already been burned and the white smoke in Saint Peter's Square, indicating that a new Pope had been elected, was ample proof of this fact.

Monday Morning, October 27, 1958, even more Cardinals joined the Cardinals who had vigorously complained at the duplicity of the Cardinals in charge of the voting of the previous afternoon: Sunday Afternoon, October 26, 1958. They began to boycot the election process by refusing to vote all day on Monday, October 27, 1958.
